Jim Anderson, Field Application Engineer, TE Connectivity
Jim Anderson is the Field Application Engineer for the Broadband Network Solutions Americas business unit of TE Connectivity (TE). Tom joined the TE organization through the acquisition of ADC Telecommunications in 2010. In his current role, he supports large U.S. service providers in their fiber deployments, specifically in the central office and outside plant environment. Jim has served over 32 years in the telecom industry. Previous work experience includes stays at GTE as a field installer and transmission engineer.
Shawn Arner, Rural Utilities Service
Shawn Arner is a graduate of Virginia Tech, having received his Bachelors of Science in Electrical Engineering in 1991. He has been with Telecommunications Program of the Rural Utilities Service for 22 years and has served in his current capacity as the Deputy Assistant Administrator of the Loan Origination and Approval Division since July of 2014.
Shawn has held various positions within the agency, including Director of the Southern Division, Deputy Director of the Northern Division, Chief of the Northern Division Engineering Branch, as well as Senior Engineer in the Outside Plant Branch of the Telecommunications Standards Division.

Chris Beatson is Vice President of Project Management at NeoNova Network Services and has responsibility for all customer and internal projects as well as engineering and product management. Chris has been with NeoNova since 2000 and has been helping optimize ISPs for rural telcos ever since. Prior to NeoNova, Chris ran Internet and Intranet related applications and projects for a regional government organization. He is an active member of the Project Management Institute and is a certified Project Management Professional.

He has extensive experience in telecommunications, including 22 years in construction/engineering at a major ILEC and two years in engineering and project management for a company supplying building and structured cable and wiring. For 14 years, Doug served as a senior systems engineer at ADC, leading the development of outside plant products and FTTx deployments in the U.S., Latin America and Australia. Doug holds a Bachelor of Science degree from Minnesota State University Mankato.

Brian holds an MBA from Cornell University, a Masters in Operations from George Washington University, and Bachelors in Industrial Engineering from Syracuse University.

Primarily focused on Service Provider and Universal Wi-Fi solutions at CCI Systems, Inc., Jouglard specializes in Wi-Fi engineering, design and deployment, including deployments in large resort operations. Prior to joining CCI Systems, Jouglard was a senior systems engineer at Cox New Orleans, where he was responsible for engineering and launching the first fully DOCSIS network in the Cox system, ultimately, enabling advanced services including Video over the Backbone, and MPLS over DOCSIS including a tele-worker solution. Jouglard was a founding member of the Cox Data Materials Evaluation Committee (DMEC), which was responsible for directing and evaluating the Cox technology solutions sets with the goal of standardization of deployed customer facing solutions, and earned his BA in Information Technology Management at Canterbury University.

Jackie Mines joined the Department of Public Safety’s Emergency Communication Networks division in February of 2007to lead the State of Minnesota’s 9-1-1 program and provide leadership and direction to migrate the legacy Enhanced 911 network to a Next Generation 911 (NG911) Internet Protocol (IP) enabled network. In September of 2010 Jackie was appointed director of the division. Since 2010 the division has migrated all 104 PSAPs in the state to the NG911 network provided by CenturyLink/Intrado. Seventy-seven of the 87 counties in Minnesota are on a statewide 800 MHz Radio System known as ARMER with five additional counties slated for 2014. The division is also actively engaged in the FirstNet consultation process.
Jackie is a graduate of the University of St. Thomas and has over 20 years of experience in the field of 9-1-1 with extensive experience in PBX design; call center application design; VoIP 9-1-1 solutions design; wireless 9-1-1 solutions and deployment; toll free and long distance product management. Under Jackie’s direction Qwest led the nation in deploying the first Wireless E9-1-1 solutions. Jackie designed and implemented the first state-wide deployments of wireless E9-1-1 in Iowa and North Dakota. She is an active member of NASNA, NENA and APCO.
